CMED (Private) Limited is a wholly owned State Enterprise established in terms of the Central Mechanical Equipment Department (Commercialisation) Act number 14 of 2000, which outlines its core functions as the provision of the following services to both the public and private sector market:

- Transport and Equipment Hire Services
- Procurement of Vehicles on behalf of The Government
- Fuel Supply
- Drver training and Certification of government drivers
- Administration of the Transport Purchase Fund on behalf of the Public Service Commission (PSC) and Treasury
Over and above, CMED (Private) Limited is able to perform any other functions set out in the Memorandum of Association whilist prioritising government to the extent that it is compatible with sound business practice

Dr. A. Mubango
Board ChairpersonDr. A. Mubango is a holder of a PhD in Philosophy, an MBA in Banking and Finance as well as a Diploma in Human Resources and Training. An astute entrepreneur par excellence, Dr. Abel is the Founder and Chief Executive Officer for Peace Security Company a company he developed from scratch to the current position of having over 3 500 security guards. Dr. Mubango has been recognized nationally as a top business leader as evidenced by the several awards he has won such as Director of the Year Award, Manager of the Year, Security Company Director of the Year Award, Industrialist of the Year as well as the Corporate Director of the Year among other top recognitions. With experience in the corporate world that spans over 47 years, Dr. Mubango worked in the banking industry first with Barclays Bank as a Director of Human Resources a position which he also served when he worked at CFX bank before deciding to venture into entrepreneurship full time and forming Peace Security Company in 2005. Dr. Mubango sits on various other boards as a member chief among them is Misfort Tax Consultancy, Zimbabwe Cricket as well as CZI. In his spare time, Dr. Mubango is a lecturer, Dissertation supervisor as well as a consultant on skills audits, strategic planning and an advisor to the Bankers Employer’s Association.
Mrs Petronella Musarurwa
Vice ChairmanMrs Petronella Musarurwa is a lawyer and senior partner in the law firm of Chiwundu - Mujokoro & P. Takawadiyi Law Chambers, Legal Practitioners. Mrs Musarurwa holds a Bachelor of Law (BL Honours) degree and a Bachelor of Laws (LLB) both from the University of Zimbabwe as well as a Masters in Intellectual Property (MIP) from the Africa University of Zimbabwe. Upon completion of her studies in 1990, Mrs Musarurwa practised as a lawyer in Commerce, particularly in short term Insurance Industry at Eagle Insurance, Unity Insurance and Zimnat Insurance holding various management positions in claims and underwriting departments. She moved to Artherstone and Cook Legal Practitioners in 1998 where she served as a legal practitioner until 2003. In 2003 she broke new grounds by founding Chiwunda – Mujokoro and P. Takawadiyi as one of the senior partners. She remains a senior partner in the law firm to date. Mrs P. Musarurwa is a Board member of Mashonaland Holdings Ltd, a Council Member at Great Zimbabwe University, Review panellist at the Procurement Regulatory Authority of Zimbabwe, and an Arbitration panellist of the SADC Panel of International Arbitrators. She is a member of the following professional organisations - Law Society of Zimbabwe and the Zimbabwe Women Lawyers Association.
Eng. D. Mhaka
Managing Director
Eng. Davison Mhaka is a holder of a Bachelor of Technology (Mechanical and Production Engineering) Honours Degree (UZ), MSc in Strategic Management (UK) and a Diploma in Business Management. He has worked for ZUPCO and Dunlop as an Engineering trainee after which he became a Depot Engineer. He then joined CMED as a Provincial Manager, progressing to become the General Manager for the Transport Hire Strategic Business Unit before being appointed to his current position of Managing Director for CMED (Pvt) Ltd.
Mrs Mercy Sanzira
Board MemberMrs Mercy Sanzira (nee Kundhlande) is the Director of Finance and ICT for Parirenyatwa Group of Hospitals since June 2015. She holds a Bachelor of Business Administration (BBA) degree with a major in Accounting and a Master’s degree in Business Administration from the University of Zimbabwe. She is also a Chartered Secretary with the former Institute of Chartered Secretaries and Administrators. She is a Public Accountant registered with the Public Accountants and Auditors Board. Mrs Sanzira has held various managerial positions, key among them are: Finance and Administration Manager for National Handling Services whose core business is aviation passenger and cargo handling, Management Accounting Manager and General Manager for Air Zimbabwe and Head of Finance and Administration for a Zambian regional airline. She worked for a year as Head of Finance and Administration for a fuel company. She had a short stint with a company which supplied workshop, mining, construction equipment as well as bitumen and related products. She has over 20 years of managerial experience covering finance, accounting, human resources, information and communication technology, procurement, treasury management and others. She has hands on experience with accounting packages such as SAP and Pastel Sage Evolution. She is one of the Finance Directors who were certified by The Institute of Chartered Accountants of Zimbabwe on the International Public Sector Accounting Standards (IPSAS). She is a Committee Member on the Public Accountants and Auditors’ Board on IPSAS. Mrs Sanzira was appointed Board Member for CMED (PVT) LTD with effect from 11 July 2022 by the Minister of Transport and Infrastructural Development.
Eng. S. Kamutema
Board Member
Eng. S. Kamutema is Provincial Roads Engineer (PRE) at the Ministry of Transport and Infrastructural Development (MoTID), Department of Roads (DoR) in the Midlands Province.
He holds a Bachelor of Sciences (Honours) Civil Engineering Degree from the University of Zimbabwe and also attended courses on Road Maintenance & Management from JICA Kansai, Kobe, Japan as well as Contract Management, Administration & Dispute Resolution at the Indian Academy of Highway Engineers, Noida (UP), India.
Eng. Kamutema joined the Department of Roads, in June 2007 as a Civil Engineer on contract and was deployed to the Midlands province as a Resident Engineer where he oversaw two projects namely the Sanyati - Kuwirirana and the Kwekwe - Nkayi highways construction. He was then elevated to the position of Provincial Construction Engineer in 2008, subsequently taking charge of all road and bridge construction, maintenance and management of the provincial state road network totalling 2, 300km in length.
In April 2010, Eng. Kamutema was appointed substantive Provincial Roads Engineer for
Midlands Province. In July 2018, he was reassigned and posted to Matabeleland North Province in the same position. Eng. Kamutema was subsequently posted to the Bulawayo Metropolitan province in same capacity from 2021 to April 2023. He is currently the Provincial Road Engineer, Midlands Province where he is credited for successfully coordinating the implementation of the 'Emergency Road Rehabilitation Program' in 2017, a Government of Zimbabwe initiated program in response to Cyclone Dineo induced flooding which led to a state of disaster being declared.
Mr Moses Ndoro
Board Member
Mr Moses Ndoro is a dynamic and results-driven professional with extensive experience in business development, strategic management, governance issues, human resources, monitoring and evaluation, and public relations. Mr Ndoro is currently a Ward 5 Councillor and a Chairman of the Works and Environmental Management Committee for Municipality of Marondera. He is also the Vice Chairman of the Finance and Investment Committee within the Marondera Municipality.
Mr Ndoro has served in the corporate world for more than 10 years as a Public Relations Manager and a Group Business Development Manager. He has proven ability to manage diverse teams and engage stakeholders effectively while driving organizational success.
Mr. Ndoro is an academic par excellence as evidenced by the various tertiary qualifications such as;
• Master of Business Administration
• Master of Science in International Affairs
• Master of Science in Peace, Security and Development
• Bachelor of Science in Monitoring and Evaluation
• Bachelor of Arts in History and International Affairs Languages
In addition Mr. Ndoro is currently a Phd Candidate for Doctor of Business leadership at Midlands State University while simultaneously pursuing an undergraduate Bachelor of Laws degree with the University of Zambia. In his spare time he enjoys hiking, reading and conducting research.
Mrs Barbra Murasiranwa - Hughes
Board Member
Mrs Barbra Murasiranwa – Hughes is a local Zimbabwean lady who is an accomplished Chartered Accountant. She holds various accounting and other tourism qualifications and her experience in these fields spans over 32 years. Barbra is currently the Business Development and Corporate Affairs Director for Wild Horizons – A leading Tour operating and ground handling company in Victoria Falls and the region.
As an active member of the Victoria Falls community, Barbra kindly volunteers her time with Rotary International where she has held various strategic posts and received numerous and significant awards in her roles in assisting humanity.
Barbra has been involved in tourism in the region for the past 28 years where she has held positions like Financial Director and Managing Director for Shearwater Adventures for 16 years (in total) during highly turbulent and harsh economic conditions. She owns and runs he own company – Vimbiso Safaris and Tours and Safarilance Pvt Ltd t/a Bishop House Guest House.
She is a very active conservationist/philanthropist who supports various anti-poaching initiatives. She sits on the Victoria Falls City Mayor’s advisory board.
Barbra has been instrumental in the following organisations in the past where she held the following positions:-
a) Chairperson of Victoria Falls Women in Business
b) Counsellor and advisor of the Zimbabwe Parents of the Handicaped Children Association, Victoria Falls
c) Chairperson and Treasurer for Zimbabwe Women in Tourism
d) Chairperson of the 2010 World cup local organising Committee
e) Local Organising Committee for the 2013 UNWTO
